Story 1:   HAARP and Hurricane Hermine.  We have had for decades the ability to create, or stop hurricanes.  They can be created, and moved in a certain direction.  We can seed clouds and cause it to rain, or block it from raining.  We can create tornado, or stop tornados.   We can also create Earthquakes.  HAARP is the tool for much of this (though the programs vary by agency and name).   Many Youtube videos on HAARP, and Internet searches.
