Story 2:  Below are two links that discuss a report from Russia, that ISIS receives funding from 40 countries.   If you hold funders accountable, then you send a message to other funders.  An army of Soldiers, or an army of Terrorists cannot main strength without supplies.  If you cut the supplies then you end the army/terrorists.  The second link discusses more funding/income issues.
